Can the moderator make personal comments/opinions about an open disscussion in robert's rules of order?

In Robert's Rules of Order, can the Moderator make personal comments or opinions about an open discussion on the floor as Moderator? I thought the MOderator has to p his opinions to another person on the floor and that person make the verbal opinions of the Moderator. Please advise.
