What did the most damage in Japan, the earthquake or the tsunami?

I know it was a strong earthquake that hit the country, but most of the photos of damage that I see seem to be from the tsunami. Also, in videos I saw of the quake, it did not look like a lot of structural damage was happening then, but maybe there were just no videos of mive quake damage.
